The European Court of Auditors (ECA) was established in 1975 under the
jurisdiction of the European Union (EU) in Luxembourg as a professional
external audit agency. The ECA is the fifth institution founded by the
EU and works to audit accounts of the numerous EU institutions. The ECA is
composed of an EU member from each state, which checks for sound handling of
incomes and expenditures, as well as management and other legal actions, of
the EU.Â
