Performs activities as assigned that may include formation, tendering, award and administration of design build subcontracts packages for the NEOM project.  Activities may include working on own to delivery critical items required from initial project set-up, through to defining and developing a team, to establishing coordinated procedures and controls, and to management of team(s) with accountability for work product to project milestones, quality and safety standards. 


  1. Coordination with team members and other departments as may be required. 
  2. Provide guidance to other team members, particularly those of less experience. 
  3. Implement systems, procedures and controls in coordination with others and aligned to project and company standards. 
  4.  Work independently or within teams as directed to effectively resolve change events, claims and disputes fairly. 
  5. Manage moderate commercial matters to resolution, defining strategy and actions, and keeping the supervisor fully informed 
  6. Update logs immediately as transactions occur such that data is always current. 
  7. Prepare and update reports and inform the project team of any contract risks as they become apparent; commercial or technical. 
  8. Perform contract formation and award activities as may be directed. 
  9. Administer contracts as allocated to achieve safe performance maintaining the allocation of responsibilities and risks as defined in the contract. 
  10. Represent the company in meetings with Contractors and facilitate meetings to administer assigned contract(s). 
  11. Team player able to act independently and able to give and receive guidance and feedback. 
  12. Reports to the Contracts Manager and / or Senior Contracts Manager. 
  13. Receives functional guidance from the project Senior Contracts or Commercial Manager. 



  1. Forms Request for Tender (RFT) packages. 
  2. Issues bid request packages to approved bidders. 
  3. Prepares Evaluation Criteria for approval by Project Team and Owner. 
  4. Coordinates Tenderer’ questions and answers to those questions (RFI’s) and coordinate responses to Tenderers via the assigned Transaction Manager. 
  5. Receives Tenders and manages the commercial evaluations. 
  6. Prepares Commercial Bid Summary and Overall Recommendation to Award subject Contract. 
  7. Recommends and supports Owners Nominated representative in obtaining approvals in accordance with established procedures and Customer’s Delegated Authorities Matrix. 
  8. Prepares contract documents for execution with Customer’s Legal Advisors. 
  9. Prepares and maintains control and status reporting documents. 
  10. Prepares and organizes tenderer meetings/workshops, such as bid clarification and pre-award meetings, for the purpose of ensuring complete understanding and agreement between Bechtel, the client, and contractor on all contractual matters.  
  11. Conducts a meeting and prepares and issues meeting notes delineating important statements, required actions, and schedules. 


  1. Responsible for the implementation of Contract & Commercial Management Procedures for the administration of the Contract. 
  2. Analyze the Contract general terms and conditions to highlight areas of risk such as ambiguities, conflicts or deviations from the scope of work. As work proceeds, make recommendations to the Senior Commercial Manager on the mitigation of these risks; closely monitor and support remedial actions and recommend appropriate tradeoffs. 
  3. Responsible for the development and management of appropriate mechanisms to monitor compliance with contract terms and conditions. 
  4. Responsible for working with the other Project Team members to ensure that Bechtel and customer related actions or inactions which could result in potential contract changes or claims are identified and make recommendations on their resolution. 
  5. Responsible for the management and identification of Contract claims as they develop and manage the timely resolution under the change provisions wherever possible, obtaining claims and legal expertise as appropriate. 
  6. Responsible to obtain all contract deliverables for timely work handover and close-out of contracts. 


  • Degree in Business, Quantity Surveying, Law or Engineering desirable. 
  • Experience and courses in pricing, contract law, contract drafting, administration and negotiation of change orders, effective correspondence, planning and scheduling. 
  • Knowledge of contract management for major infrastructure projects. 
  • Knowledge of law, negotiations, or contract management gained through education or experience. 
  • Demonstrated oral and written communication skills. 
  • Developing knowledge of engineering/construction industry contracting practices, applicable government and commercial regulations and practices, and Bechtel policies, procedures and work practices. 


Essential Behavioral Skills: 

  • Skill in working and communicating effectively, both orally and in writing, with other project functional groups. 
  • Ability to take direction and feedback and to work proactively in teams where there is a high volume of transactions.
