The position of Director, Budget and Accounting presents an exciting opportunity for an individual to play an integral role in supporting the financial sustainability of the Ontario Veterinary College (OVC), ranked 1st in Canada and 5th in the world for veterinary medicine by the QS World University Rankings in 2020.

Reporting to the Executive Director, Strategy and Planning, the Director will provide senior-level budget, payroll, and accounting services to the Ontario Veterinary College and the OVC Health Sciences Centre.  The Director is responsible for the fiscal sustainability of the College through the oversight of cash-flow from 4 major provincial government agreements valued at $34.5m as well as sources of earned or incremental revenue (DVM international tuition, HSC client revenue, graduate growth).   Areas of accountability include: financial strategy; capital planning; deficit management; cash flow optimization; risk management; and financial information systems. This work encompasses controllership, budgeting, payroll and accounting services, audit compliance, and oversight of College fund banks in reserves, donor accounts and endowments.

This role is the senior accountant for the College and the controller for the College’s internal accounting procedures and information system (IS), currently QuickBooks. QuickBooks has 4 sub-ledgers, accounts receivable and treasury, purchasing and accounts payable, OVC holdings (donation income) and asset inventory. 

At the operations level, the Director provides functional guidance to the Chief Administration Officer (CAO) and to members of the Shared Administrative Services (OVC SAS) management team on all matters as they relate to budget (fund) management, financial reporting and forecasting needs. This administrative team supports the operations level activities of the College administration and academic units.

This position advises the HSC management team on all aspects of the Health Sciences Centre’s finances which relate to the use and application of 3 provincial operating grant fund sources. This involves appropriate use of funds for resources which directly support DVM training in the clinical environment.

This position supervises OVC Accounting and Payroll Services, a team whose major scope is to provide quality accounting and payroll services in the College. 

Requirements of this position include:  An undergraduate degree in a related field and a professional accounting designation (CPA) in good standing, with a minimum of three (3) years related experience, or an equivalent combination of education and experience.

This appointment is regularly performed on- campus but will be initially fulfilled remotely (off-campus) until the University resumes its regular operations
