CESAER (France) is recruiting a post-doctoral researcher for a period of one year, ideally from 1st March 2022 (flexible location). He/she will contribute to a research program launched by the Paris Urbanism Agency (APUR), in partnership with French government departments and the City of Paris, with the objective of assessing the effects of rent control in Paris.

Background: 

In 2014, the Access to Housing and Urban Renovation Law (ALUR) introduced the first rent control mechanism. In 2015, the City of Paris took up this possibility and the mechanism was applied until 2017. However, at this date, it was cancelled by an administrative court decision. From July 2019, after months of interruption, a new rent control mechanism came into force in Paris on an experimental basis, in compliance with the provisions of the Law on Changes in Housing, Land Management and Digital Technology (ELAN) of 23 November 2018.

The rent control mechanism reintroduced by the ELAN law took the form of a 5-year experiment, with a report to be drawn up six months before the end date to evaluate its impact. Given that the rent control framework came into force once again in the French capital from July 2019, this report will be due by May 2023.

APUR, in conjunction with various partners including government departments and the City of Paris, has launched an econometric study evaluating the impact of rent control in Paris. More specifically, the aim is to provide information about whether rent control has made it possible to limit the level of rents in Paris, and if so, by how much.

Tasks

The project is structured around four main objectives:

  • Evaluate the impact of the rent control mechanism in Paris, dating back to its initial implementation in 2015, on rents set by new leases as well as more generally on the Paris real estate market (sale prices, variations in rental stock e.g. number of properties available for rent, types of contracts, vacancy rates, etc.). This impact will not only need to be expressed on a Paris-wide scale, but also on a more detailed territorial scale, ideally according to administrative district, if the data allows.
  • Analyse the heterogeneity of this impact, particularly according to the number of rooms in properties.
  • Evaluate the different impacts of the first mechanism, its cancellation, then the second mechanism, according to available data and adjusting to eliminate the effects of the Covid-19 pandemic.
  • Insofar as is possible, offer a method to allow these effects to be monitored regularly, specifically throughout the entire experiment if the 3DS law pushes back the end date.

The post-doctoral researcher will develop his/her abilities in a stimulating research environment with very regular follow-up.

Skills required:

  • Database management skills
  • Good command of R or Python
  • Very proficient in impact evaluation and causal inference methods
  • Rigorous, comfortable with coding, good team player
  • The candidate must hold a PhD in economics.
