Provides expert consultation in one or more areas for the design, development and implementation of technical products and systems. Recognized as technical leader and resource. Recommends alterations and enhancements to improve quality of products and/or procedures. Responsible for all internal activities and product development. Demonstrates expertise in a variety of the field's concepts, practices, and procedures. Relies on extensive experience and judgment to plan and accomplish goals. Performs a variety of tasks. May provide consultation on complex projects and is considered to be the top-level contributor/specialist. A wide degree of creativity and latitude is expected. May report to an executive or a manager. Knowledge-Experience-Skills: · Knowledge of NTIA and ITU requirements for spectrum allocation, management and utilization. · Knowledge of spectral regrowth and inter-modulation product limitations as it pertains to specific frequency bands. · Experience in L-Band, S-Band, and X-Band frequencies, and equipment -- up and down converters, low-noise amplifiers, transmitters, modems (modulators and demodulators), large aperture antennas, multi-band feeds, signal combiners · Experience with Radio Frequency (RF) instrumentation in the 70MHz and 1200MHz intermediate frequency ranges, and 1 GHz to 8 GHz baseband frequency ranges, including spectrum analyzers, signal generators, modulators/demodulators · Ability to measure performance characteristics of RF systems including; G/T, Transmit EIRP, Undesired Emission Levels, Transmit and Receive path Gain, BER, Implementation Loss, Insertion Loss, Power Spectral Density, Vector Error Magnitude (EVM), receive noise, phase noise, group delay, etc. · Experience with link performance characteristics and ability to prepare a link budget · Experience with RF system design including transmit and receive systems - applying trades for power, modulation type, bandwidth, BER, antenna size
