Job Summary

Reporting to the Principal, the Supply Chain Management Officer shall on the overall streamline procurement processes and procedures for effective and efficient utilization of the Institute’s resources in order to ensure proper procurement and management of goods, services and works.

Supply Chain Magagement Officer (1 POST) – MTTI/SC/004/20209Grade: MTTI Grade 8Salary scale: 31,020 x 1,560 - 32,580 x 1,620 -34,200 x 1,710 - 35,910 x 1,800 - 37,710 x 1,890 - 39,600 x 1,990 - 41,590Terms: Contract period of three (3) years subject to annual performance based appraisal and satisfactory completion of a three (3) months’ probation period.Duties and Responsibilitiesa) Developing, implementing and managing the procurement policy and procedures for the Institute;b) Planning and managing all activities involved in sourcing suppliers, quality assurance, financial, logistics and delivery activities;c) Preparing and sending out tender bidding documents/requests for regular and specialized supplies (including consultancy and outsourced services);d) Scheduling procurement in line with the budget;e) Providing oversight to the requisitions process to ensure competitive quotations for the purchases of goods: this includes facilitation of opening of tender or quotation documents:f) Ensuring that best practices are employed in the supply chain management;g) Ensuring Departmental Heads and Principal are provided with logistical advice to ensure effective and efficient procurement; Facilitating or convening Procurement Committee meetings;h) Developing long-term and short-term procurement plans in liaison with users and as per Institute’s material requirements;i) Ensuring that services and goods are delivered on time and are within stated specifications and standards;j) Preparing inventory coding and classification and maintain it on equipment and tools, and ensure proper inventory control;k) Monitoring usage of purchases and supplies to ensure that irregularity, duplication and wastage is minimized; andl) Perform any other duties as may be assigned.Qualificationsb) Certificate in computer proficiency from a recognized institution;c) At least three (3) years working experience in Supply Chain Management;d) Be a member of Kenya Institute of Supplies Management (KISM); ande) Meet the requirements of chapter six (6) of the Constitution of Kenya, 2010.Qualified interested candidates should submit their applications to the address below quoting the job title on both the envelope and the cover letter.The Principal,MERU.Enclose a detailed up-to-date curriculum vitae, indicating current remuneration, Home County, e-mail address and reliable daytime telephone contacts, together with copies of certificates, testimonials and national identity card.
