CALL FOR PAPERS
IIT Roorkee and XKDR Forum invite submissions for Frontiers of Public Finance and State Capability 2026, to be held on 14–15 November 2026 in Roorkee.
The conference brings together scholars, practitioners, and policymakers to discuss important questions in Indian economics and public policy. Submissions are invited on public finance, state capability, fiscal policy, public service delivery, sub-national finance, and related topics.
Submissions are encouraged that advance theoretical, empirical, or policy-oriented debates. Interdisciplinary approaches and comparative perspectives are particularly welcome.

Venue
Department of Humanities and Social Sciences, IIT Roorkee, Roorkee, India. The conference will be held in person.
Themes and Topics
- Mobilising resources: tax design, tax administration, and public borrowing
- Spending well: procurement, contracting, and the delivery of public services
- Measuring the state: fiscal data, new methods, and evidence infrastructure
- Sub-national public finance
- Debt, deficits and stability
- State capability
Submissions beyond these themes that align with the overall scope of the conference will also be considered.
Presenter Support
Travel expenses for accepted presenters will be reimbursed up to the actual fare incurred or the equivalent 2AC railway fare, whichever is lower. Accommodation and meals will be provided for the duration of the conference.

Review Process
All submissions will undergo a review process by the Review Committee. Selection will be based on originality, rigor, and relevance to the conference themes.
