Position Overview

The Alberta International Medical Graduate Program (AIMG) in the Cumming School of Medicine invites applications for a Program Operations Manager. This Full-time position is for approximately 7 months (based on length of grant funding), with the possibility of extension.

Reporting to the Executive Director, Alberta International Medical Graduate (AIMG) Program.

The AIMG Program is a provincial program responsible for the identification and assessment of International Medical Graduates who are eligible to apply for designated Residency Training Programs at the University of Calgary and the University of Alberta. This is done through an application and document review process, participation is a series of national and local examinations, and in collaboration with the postgraduate offices and residency programs at both universities to ensure that all candidates meet the standards of the College of Physicians and Surgeons of Alberta and the eligibility requirements for residency training.

The AIMG Program Operations Manager provides a wide range of management and operational functions and is responsible for the development and maintenance of operational policies and procedures to ensure smooth day-to-day functioning and desired outcomes and results. The Manager will advise on human resource services, manage AIMG employees, manage the AIMG Program website, and will hold signing authority for approval of operational purchasing and expenses and exception reporting by administrative staff.   The Manager will approve all funding report forms to ensure compliance with Alberta government and University of Calgary regulations.

Position Description

  • Financial Reporting and Policy Development:
  • Manages the implementation of the overall strategic direction from the Executive Director. Manages all financial reporting to ensure compliance with government and University of Calgary regulations
  • Responsible for financial reporting to external stakeholders to ensure future funding. Responsible for the cyclical reviewing and revising of policies and procedures to improve operational effectiveness
  • Responsible for the timely collection and analysis of data, report writing, developing and administering related operational policies and procedures
  • Business and Operations:
  • Ensures quality improvement for the AIMG Program
  • Mediates conflict resolution and handling difficult interactions among people for positive outcomes
  • Understands and complies with the requirements of the University of Calgary's Occupational Health and Safety Policy
  • Stakeholder and Program Management:
  • Accountable for providing accurate and timely advice to the Executive Director, AIMG Program staff, and key stakeholders
  • Responsible for developing, communicating and implementing action plans appropriate to special projects
  • Provides exemplary customer service to key stakeholders on continuing and emergent issues, resolves issues, and leads initiatives with positive impact
  • Establishes and maintains effective working relationships including delegation, support and communication, both internally and externally with medical educators, healthcare professionals, IMGs, and other stakeholders
  • Staff Management
  • Responsible for working with the Director to determine positions that would support the strategic goals of AIMG
  • Proactively determines the staffing needs
  • Manages the creation of job profiles, hiring, and onboarding of staff
  • Updates job profiles as required
  • Performs and engages staff in annual performance reviews
  • Supports and encourages professional development
  • When required, conducts performance management, including terminations, actions
  • Oversees the complete range of human resource management for AIMB staff
  • Creates and supports a positive work environment

Qualifications / Requirements:

  • Bachelors degree in Business, Administration or Finance is essential. A Masters in Business Administration (MBA) is preferred
  • 5 plus years of experience working in the medical education or health care administration field is preferred
  • Minimum of 3 years financial experience preparing and managing budgets is required. Experience working with and reporting to Alberta Health is preferred
  • Experience developing, implementing and evaluating change, new ideas, system and process improvements is required
  • Experience managing in an unionized environment preferred
  • A minimum of 3 years of experience supporting and supervising high-performance teams is required
  • A proven track record as a senior professional, demonstrating strong team leadership, development, and empowerment; strategic thinking and planning; and successful project development and implementation in medical education or health administration
  • A proven ability to manage a high volume of independent work covering a broad spectrum of issues carried out with minimal supervision
  • Previous experience in a supervision or management role including performance management, delegation and support is required
  • An expert knowledge working in a multi-faceted organization, and analytical and problem solving skills to deal effectively with complex tasks and issues
  • Expertise in developing administrative and operational policy, and report writing that reflects the vision, mission, and strategic organizational goals of the AIMG Program, with an ability to deliver preferred tone, message and style
  • Expertise in documenting and synthesizing ideas with clarity, and developing solutions appropriate to the needs of special projects is also an asset
  • Strong verbal and written communication skills, with an ability to deliver messages with the appropriate tone, message and style
  • Expertise in synthesizing and capturing ideas with clarity to develop solutions appropriate to the needs of special projects is also an asset
  • Expert proficiency with Microsoft Office applications (Word, Excel, Power Point). Experience developing online surveys and collecting and analyzing data
  • Ability to work both independently and collaboratively is essential. Excellent organization skills are required
  • Comfort in dealing with broad and diverse multicultural situations is preferred
