We are looking for an experienced and talented Head of Department for our ‘Living Conditions’ Research Department
The Role of Head of the Living Conditions Research Department
- Design and lead the research strategy of the department as well as its multi-year performance program;
- Participate in the strategic positioning of LISER and the department within the national and European research landscape: increase its national and international prominence recognition;
- Provide scientific and intellectual leadership and mentoring;
- Prospect, initiate and supervise academic competitive and contracted research; Develop the competitive fund raising capacity of LISER and the department at the national and international level;
- Identify and advise on opportunities to grow and develop innovative and competitive research projects;
- Ensure research performance is tracked and analyzed and that lessons are learnt and applied for future planning;
- Provide and develop a strong commitment to policy advice;
- Represent and promote LISER to public authorities, private organizations, stakeholders and collaborating partners;
- Share knowledge and expertise;
- Develop good relationships both internally with LISER members and external stakeholders.
Who We Are Looking For
An agile and experienced research manager with:
- Proven ability in constructing and developing creative teams for innovative and competitive research;
- Outstanding leadership and management skills;
- The ability to effectively advise, mentor, manage and develop an internationally competitive productive and sustainable research group, as well as individual scientific careers;
- Strong motivational skills to drive the research agenda of LISER and the department;
- Substantial experience in generating innovative high impact scientific output and advancing current knowledge both in their field and in multidisciplinary fields;
- PhD in economics or social sciences or equivalent recognised scientific competences;
- An excellent track record (i) in publications and (ii) in terms of the advancement of people (e.g. through teaching, training, mentoring etc);
- The ability to develop the exploitation of research findings, to collaborate with private and public sectors as well as with actors from the society in general and to promote the impact of research results on policy makers and the society (Previous experience liaising with policy makers will be considered as an asset);
- Strong communication, interpersonal, motivation and negotiation skills;
- Demonstrated success in communicating effectively;
- Dense and active international network;
- Due to the multi-linguistic culture in Luxembourg and the Institute, in addition to English, knowledge of one or more of the official languages of Luxembourg (French/German/Luxemburgish) will be considered as an asset.

LISER is a publicly funded research institute located in Luxembourg and devoted to applied empirical research in economic, social and spatial sciences. Interdisciplinarity is a key element for stimulating scientific innovation. The institute attracts top researchers from all over the world and high-level student training is a vivid part of the institute’s activities. The institute staff consists of about 140 employees, of which about 70 of them are researchers from the fields of economics, sociology, political sciences and geography (see www.liser.lu).
LISER is well connected to the Luxembourg research landscape including the University of Luxembourg, the LIS cross-national data center, the Luxembourg institutes of Health (LIH) and of Science and Technology (LIST), also to other universities in the cross-border neighborhood. It is an integral part of the fast growing research environment of the Cité des Sciences on the new Belval campus in the south of the country.
Based on its scientific expertise and high academic reputation, the institute addresses current and future societal challenges and provides relevant and independent policy advice both on the national and European level. The scientific output is not only regularly published in high profile peer reviewed journals and books, but also in forms of popular articles reaching a wider audience.
The Institute currently comprises of three research departments, three transversal research programs on ‘digital transformation’, ‘health and health systems’ and ‘crossing borders’, a Surveys&Data Management Unit and an Administrative department.
The main domain of expertise of the “Living Conditions department” is in the area of “Public Policies, Welfare and Socio-Economic Inequalities”. The department studies the multiple dimensions of individuals’ and families’ life, from early childhood to old age, through education, fertility and family formation, from employment to retirement. Quantitative, typically survey-based research, examines household income, wealth, inequality, poverty, and social inclusion from a variety of perspectives. The impact evaluation of educational, family, health and wider social policy on living conditions is an integral part of the department research agenda. The department is multidisciplinary in nature and characterized by recognized international, scientific and academic expertise in measurement issues (e.g. inequality, equality of opportunity, social monitoring) and by emphasis on ex-ante (microsimulation) and ex-post policy evaluation.
The research interests of the ‘’Labour Market’’ department relate to both the supply (intrahousehold allocation and specific groups such as migrants and cross-border workers) and demand (firm organisational practices) sides of the Labour Market. The ways offer and demand interact and are affected by public interventions are also studied through the lenses of labour relations and through policy evaluation techniques. The department is multidisciplinary and makes use of theoretical, quantitative and qualitative methodologies.
The main topics addressed by the ”Urban Development and Mobility” department are the spatial, economic and social dimensions of urbanisation, interactions between daily and residential mobility, cross-border cooperation and integration, and land market, residential real estate prices and housing policy. Among else, the department hosts the Housing Observatory (since 2003) producing statistics and analyses related to the residential land and real estate markets in Luxembourg.
The “Surveys&Data Management” Unit collects a wide range of survey data on households and individuals. LISER is collecting the national components of the European Union Statistics on Income and Living Conditions, the Survey on Health Ageing and Retirement in Europe, and the Household Finance and Consumption Survey, exploitation of which is strongly encouraged for cross-national comparative research.
