The Award Ceiling for Year 1 is 0 (none). CDC anticipates an Approximate Total Fiscal Year Funding amount of $4,700,000 for Year 1, subject to the availability of funds. South Sudan’s HIV/AIDS response is largely donor-funded including health information systems (HIS). CDC has funded two projects since 2012 with a focus on strengthening the health system and national capacity in integrated HIV data collection, analysis and use to support an evidence-based HIV response. The previous projects enabled the Ministry of Health (MOH) to achieve development of key national HIV guidelines and strategic plans; improve reporting of all health data through District Health Information System-2 (DHIS-2); availability of health data for global HIV reporting and PEPFAR/MOH data alignment; availability of female sex workers (FSWs) bio-behavioral survey (BBS) data; improved skills of national, state, county and facility level monitoring and evaluation (M&E) staff; generation of HIV spectrum estimates; successful Global Fund (GF) applications for HIV program support due to data availability and technical support; and improved skills of MOH staff in M&E as well as in conducting surveys. This NOFO will build upon achievements of the previous projects and support the MOH through the five-year period on 1) Health system strengthening; 2) HIS strengthening; 3) Strengthening overall health M&E; and 4) Supporting priority HIV/TB surveillance and surveys.
